Campaign finance watchdog Seth Woolley filed a complaint Monday with Multnomah County and state elections officials alleging Sharon Meieran's county chair campaign and her political action committee, Fixing Multnomah County, committed eight campaign finance violations. The complaint says the PAC collected just over $70,000 from a handful of donors to fund a "Comprehensive Multnomah County Turnaround Plan" that Woolley argues should have been reported as an in-kind contribution to her campaign. Meieran denied wrongdoing, calling the complaint "a cynical effort to make it seem like it's somehow cheating that I put substance before politics and spent a year working with experts to write a comprehensive plan to fix the county."
Woolley's complaint contends the alleged violation should be prosecuted as a Class C felony; Meieran faces Julia Brim-Edwards and Shannon Singleton in the November 2026 chair race.

The Oregonian reported that Oregon is now the nation's 12th most expensive state in an annual federal survey of housing, utility and retail costs, with Portland, Corvallis and Bend ranking among the most expensive metro areas in the country. The paper attributed the rise in housing costs to the state's failure to add new homes as the population grew during the 2010s; housing costs in the Portland area are 25% higher than the national average.
U.S. Attorney Scott E. Bradford announced that federal prosecutors will expand a three-year, downtown-focused fentanyl enforcement partnership with the FBI and Portland police to target dealers operating in public housing and outside drug treatment clinics. "We cannot and will not tolerate dealers on our streets, outside of our clinics or inside our public housing," Bradford said at a news conference.
The U.S. Attorney's Office reported on August 25 that more than 100 people have been charged with fentanyl trafficking in downtown Portland since 2023.
A special prosecutor said former LAPD officer Clifford Proctor was indicted on one count of second-degree murder for shooting Brendon Glenn, an unarmed homeless man, in the back outside a Venice bar in May 2015. Proctor was arraigned Monday and pleaded not guilty. A prior indictment returned in 2024 was dismissed in June by a Los Angeles County Superior Court judge who said Proctor had a reasonable belief Glenn was a threat.
Judge Ronald S. Coen dismissed the previous murder indictment on June 5, 2026, and prosecutors appealed that ruling.
Twelve current and former tenants of Blue Butterfly Village, a 74-townhome complex for formerly homeless female veterans in San Pedro, filed suit in Los Angeles County Superior Court against nonprofit landlord Volunteers of America, alleging neglected maintenance, uninhabitable conditions and harassment of residents who complained. The complex was redeveloped with about $12 million in state and local funding, loans, waived fees and donated land. LAist reported through a public records request that the city Housing Authority has placed at least three units there under abatement in recent years.
LAHSA's 2026 count found about 2,250 veterans experiencing homelessness in Los Angeles County on a given night, down about 42% from 2020.
The city of San Diego identified the Barnes Tennis Center's overflow lot in Point Loma as one of 11 city-owned sites for potential development under its Affordable Home Development Master Plan, and the tennis center emailed members asking them to advocate against the proposal. Separately, the city auditor released a report finding Barnes illegally converted the lot to gravel parking without permits and kept using it after the city told it to stop in 2024. The planning department said no development projects have been proposed and no decisions made.
The planning department said residents will be able to review a draft of the Affordable Home Development Master Plan before decisions are made.
Mobile Loaves and Fishes, the nonprofit running Community First Village, filed 77 evictions last year, its highest annual total, up from six cases in 2021; 44 of those residents were ultimately removed. The nonprofit has filed 51 evictions so far this year. The village houses 455 formerly homeless residents and plans to grow to as many as 1,900 units across 178 acres.
The eviction filing rate at the site is more than three times that of Travis County as a whole, according to Eviction Lab data cited by KUT.
Integral Care, Travis County's mental health authority, opened Seabrook Square II, a permanent supportive housing community for 60 people who have experienced chronic homelessness. Fourteen residents moved in the week of August 17, with additional residents arriving in waves of about 15. Rent is capped at 30% of income, or $0 for residents with none, under a standard Texas lease.
Travis County officials counted 3,238 people experiencing homelessness this year, a 36% increase from 2023.
The House returned Monday from a five-week recess without voting on the Senate-passed continuing resolution funding the government through December 11; the AP reported the vote will most likely take place Tuesday. GOP leaders plan to bring the bill up under suspension of the rules, which requires a two-thirds majority, after a provision delaying a federal ban on intoxicating hemp THC products drew criticism from Republican lawmakers. The Senate passed the bill 90-6.
The House's own continuing resolution, passed July 21 by a 220-205 vote, ran only through December 4; the suspension vote would adopt the Senate's December 11 date instead.

HUD published a revised Operations Notice for the Moving to Work expansion, changing the "safe harbor" limits that let expansion agencies adopt policies without prior HUD approval: the maximum work requirement per individual rises to 40 hours per week, the minimum term of assistance under term limits drops to two years, and the safe harbor restricting Local Non-Traditional activity spending to 10% of the Housing Assistance Payment budget is deleted. The revisions apply to MTW expansion agencies, and comments are due November 2.
This is HUD's fifth issuance affecting public housing or Moving to Work agencies in six business days, following PIH notices 2026-21, 2026-22, and 2026-23 and the August 28 admission-and-occupancy collection notice.

HUD published the FY 2027 Fair Market Rents, which set voucher payment-standard baselines and take effect October 1; comments are due the same day. The notice implements a methodology change replacing the discontinued CPI housing fuels and utilities index with a weighted composite of four utility components — electricity, natural gas, fuel oil, and water/sewer/trash — in the gross-rent inflation factors. The notice does not state a national average percentage change.
PHAs requesting reevaluation of their area's FY 2027 FMRs must supply supporting data to HUD by January 8, 2027.
The Reading, Pennsylvania housing authority convened advocates, service providers, and local officials on August 20 to weigh whether to adopt work requirements or time limits for public housing residents under HUD's proposed rule, which lets authorities adopt either, both, or neither. The authority operates 1,610 public housing units, saw 120 households exit in 2025, and received 2,296 applications when its waiting list opened for four days in 2023; president and CEO Stacey Keppen said no decision has been made.
HUD's proposed work-requirements rule closed comments May 1; it would make work requirements a condition of continued occupancy, not admission, and exempts older adults and people with disabilities.
